Halifax, Canada — A group of U.S. senators voiced strong criticism on Saturday regarding President Donald Trump’s proposed peace plan aimed at resolving the ongoing conflict between Russia and Ukraine. Speaking at the Halifax International Security Forum, the senators expressed concerns that the plan, which they described as a “wish list” for Russia, undermines Ukraine’s sovereignty and could embolden further aggression from Moscow.

The senators, including Independent Angus King, Democrat Jeanne Shaheen, and Republican Mike Rounds, highlighted that the 28-point proposal was crafted without Ukraine’s involvement and includes concessions that Ukrainian President Volodymyr Zelenskyy has repeatedly rejected. King likened the proposal to British Prime Minister Neville Chamberlain’s Munich Pact with Adolf Hitler, a historical example of failed appeasement.

“We should not do anything that makes Putin feel like he has a win here,” said Republican Senator Thom Tillis, echoing sentiments that the plan could send a dangerous message to other authoritarian leaders.

In response to the senators’ criticisms, Secretary of State Marco Rubio defended the proposal, asserting that it was authored by the U.S. and incorporates input from both Russia and Ukraine. “This plan has always been a hopeful start to continued negotiations,” Rubio stated in a social media post, countering claims that it was merely a Russian wishlist.

However, the senators remained unconvinced. Shaheen emphasized that the plan contains unacceptable elements and called for a more robust stance against Russian aggression. “No one wants a just and lasting peace more than the Ukrainian people,” she said, “but we will not achieve that by offering Putin concession after concession.”

The senators’ opposition reflects a broader bipartisan concern among U.S. lawmakers regarding the administration’s approach to the conflict. While some Republicans have aligned with the president, a growing number are urging a more cautious strategy that prioritizes Ukraine’s territorial integrity.

As tensions mount, Russian President Vladimir Putin welcomed the proposal, suggesting it could serve as a foundation for a final peace settlement, provided the U.S. can persuade Ukraine and its European allies to agree.

Zelenskyy, while not outright rejecting the plan, insisted on fair treatment and pledged to work collaboratively with Washington during what he described as “one of the most difficult moments in our history.”

The Halifax International Security Forum, which attracts military officials, diplomats, and scholars, has become a platform for discussing pressing global security issues. This year’s event saw a significant U.S. delegation, reflecting strained relations between Canada and the U.S. under Trump’s administration.

Senators expressed concern over the impact of Trump’s trade policies on U.S.-Canada relations, with Shaheen stating, “They show a lack of respect for sovereign nations.” As the debate over the peace plan continues, the stakes remain high for both Ukraine and the broader international community.
