Texas House Advances Youth Camp Safety Legislation Following Tragic Floods

AUSTIN – In a decisive move late Thursday, the Texas House approved House Bill 265, a critical piece of legislation aimed at enhancing state oversight of youth camps. This initiative comes in the wake of devastating flash floods that claimed the lives of dozens of children along the Guadalupe River on July 4.

The bill, championed by House Human Services Chair Lacey Hull, R-Houston, builds upon previous legislation designed to bolster protections and emergency responses at youth camps during natural disasters. “This bill further addresses camp health and safety issues, beyond just disaster planning, to help promote a culture of safety for children attending camps in Texas,” Hull stated. She emphasized the importance of aligning youth camp safety with the extensive measures already in place for schools, daycares, and foster care facilities.

With a resounding preliminary approval of 127-3, the legislation is poised for final passage before heading to the Texas Senate next week.

Key provisions of HB 265 include the expansion of the state’s youth camp advisory commission from nine to 11 members. This oversight panel will now include emergency management directors, child psychologists, water safety experts, youth camp operators, parents, and community members, ensuring a comprehensive approach to camp safety.

The commission will play a vital role in advising the Texas Health and Human Services on the implementation and enforcement of the Texas Youth Camp Safety and Health Act, which sets forth essential regulations for youth camps.

In addition to expanding the advisory commission, the legislation mandates that all staff and volunteers at youth camps undergo background checks and receive training in first aid and safety protocols. These measures aim to create a safer environment for the thousands of children who attend camps across the state each summer.

As Texas lawmakers take significant steps to enhance youth camp safety, the hope is that these changes will prevent future tragedies and ensure that children can enjoy their camp experiences with peace of mind.
