NORFOLK, Va. — As Virginia gears up for its pivotal 2025 governor’s race, both Democrats and Republicans are strategizing to capture the hearts and minds of voters across the commonwealth. With the recent 2024 general election that saw President Trump reclaim the presidency and Republicans gain control of both the Senate and House, the stakes are high.

Virginia and New Jersey stand as the only states holding gubernatorial elections in 2025, making these races critical indicators of political trends leading into the 2026 midterms and even the 2028 general election. “I believe the commonwealth of Virginia is going to be the ultimate litmus test for both parties,” remarked Dr. Eric Claville, a political analyst and professor at Norfolk State University.

In Norfolk, a city with a long-standing Democratic voting base, recent election data reveals intriguing patterns that could influence the upcoming race. While Democrats have historically dominated in urban areas, a closer examination of the 2024 election results shows a slight decline in support for Democratic candidates.

In the 2024 presidential election, Kamala Harris garnered 69.45% of the vote in Norfolk, a drop from Joe Biden’s 71.43% in 2020. Meanwhile, Trump’s support increased slightly, indicating a potential shift in voter sentiment. The overall turnout also dipped, with nearly 4,000 fewer voters participating despite an increase in registered voters.

This trend raises questions about the so-called “undecided voter,” often perceived as someone torn between party lines. Dr. Claville suggests that many of these voters are actually those who chose to stay home. “Some have argued that Democrats failed to convince people to get off the couch and vote in 2024,” he noted.

Norfolk GOP organizer Raymarie Rowzie, a former Democrat, is eager to capitalize on this trend. “I’m very motivated, very energized to ride this wave and to see our city become a much better city,” she said, emphasizing her belief that the Republican Party is more in tune with the grassroots needs of the community.

On the Democratic side, organizers like Yvonne Wagner are advocating for a return to grassroots efforts. “Grassroots is definitely the way to go. Even though we have lots of technology, there’s nothing like boots on the ground,” she asserted, highlighting the importance of personal connections in mobilizing voters.

Recent polling from Virginia Commonwealth University shows Democratic candidates, particularly Abigail Spanberger, leading their GOP counterparts. Spanberger holds a 12% lead over Republican candidate Earle-Sears, although nearly half of independents remain undecided.

Wagner believes that public demonstrations, such as the “No Kings” protests in Hampton Roads, can galvanize voter turnout. “When you see a crowd of people together, people want to know — especially young people — what’s going on,” she explained.

As both parties prepare for the November election, they recognize the importance of connecting with diverse voter groups, from military families to students and labor unions. “It’s about finding commonality,” Rowzie said, emphasizing the need for a broad coalition of support.

The upcoming election will serve as a crucial test for both parties, as voters decide whether to give Earle-Sears a chance at the state house or return the governorship to the Democrats under Spanberger’s leadership. With the political landscape shifting, all eyes will be on Virginia as it sets the stage for future elections.
