Henderson City Council to Consider Censure of Councilwoman Carrie Cox Amid Felony Indictment
Henderson, NV — The Henderson City Council is set to convene on Monday at 4 p.m. to deliberate a resolution that could formally reprimand Councilwoman Carrie Cox, who faces serious legal troubles following her indictment on a felony charge. The indictment stems from allegations that Cox secretly recorded a private conversation involving fellow Councilwoman Monica Larson.
Cox was indicted on November 4 in District Court for allegedly monitoring or attempting to monitor a private conversation without consent. The incident reportedly took place on January 9 at City Hall, where Cox is accused of recording a discussion between Larson, real estate broker Michael Hiltz, and land developer Richard Smith for over eight minutes from behind a curtain.
In a statement, Cox has characterized the indictment as a “witch hunt.” She attended the recent City Council meeting remotely, deferring comments to her attorney, Josh Tomsheck, who was unavailable for immediate comment. Cox emphasized that her remote attendance was unrelated to her legal situation.
City spokesperson Madeleine Skains provided insight into the potential implications of the censure. “The censure issued by the Mayor and Council serves as a formal statement of disapproval of Councilmember Cox’s conduct as alleged in the police report that led to her recent indictment,” Skains explained. If the resolution passes, it would remove Cox from all regional boards and commissions and restrict her communications with city employees to only the city manager, city attorney, and city clerk.
Censure, as defined by Nevada law, is a formal written condemnation of a public officer or employee and may be considered if the alleged offender has “willfully violated” state ethics laws or acted with bad faith or reckless disregard for the law.
The proposed resolution includes several key actions:
- Removal of Cox from all regional boards and commissions.
- Limiting her communications with city officials to designated personnel.
- Referral of findings regarding allegations of an unlicensed daycare facility and other ethical violations to law enforcement.
- A review of the city’s municipal code and administrative policies to assess the need for changes.
Cox is scheduled for an arraignment on November 25, as the community watches closely to see how this situation unfolds.
