AUSTIN — In a decisive move following the devastating Hill Country floods that claimed 137 lives, including 27 children and counselors from Camp Mystic, Texas lawmakers advanced a critical piece of legislation on Thursday. House Bill 1, introduced by Rep. Drew Darby (R-San Angelo), mandates that youth camps obtain state approval for their emergency response plans, particularly for natural disasters like floods.
The bill passed overwhelmingly with a vote of 136-1, with only Rep. Brian Harrison (R-Midlothian) opposing it. Notably, Speaker Dustin Burrows (R-Lubbock) broke from tradition by casting his vote in favor, underscoring the bill’s significance.
Before the vote, Rep. Darby poignantly honored the memory of the 27 Camp Mystic victims, stating, “When I speak on this bill, I hope I’m not just speaking for myself, but for the lost children, the grieving families who have called us, met with us, and shared their heartbreak and grief with us.” His heartfelt remarks resonated throughout the chamber, drawing support from both sides of the aisle.
House Bill 1 is just the first of six proposed measures aimed at enhancing safety protocols for youth camps in the wake of the July 4th tragedy.
