India’s Beer Market Faces Challenges Due to Inequitable Taxation and Licensing Rules

India’s beer market, despite its significant growth potential, has been stagnating over the years. One of the major reasons for this stagnation is the inequitable taxation and restrictive retail licensing rules in the country.

Unlike in most other countries, taxes on spirits in India are based on the total volume of the spirit rather than alcohol content. This means that low-alcohol content products like beer are “penalized” and end up being more expensive than stronger spirits in real terms. For example, a one-liter bottle of beer with 5% alcohol content is taxed the same as a one-liter bottle of whiskey with 40% alcohol content, making beer relatively more expensive.

In 2023, the beer market in India saw a growth of 6.5%, with sales reaching over 31 million hectolitres. However, this pales in comparison to other countries like China, the US, and Brazil, which have much higher beer sales volumes.

Retail licensing rules and fees in India also do not differentiate between low-alcohol products like beer and high-alcohol content products, despite the complexities and higher costs associated with beer distribution. Globally, governments shape regulations to encourage consumers towards lower-alcohol products like beer, but India has yet to make such a move.

To address these challenges and grow the beer category in India, three of the country’s largest beer-makers, United Breweries, AB-InBev, and Carlsberg India Pvt. Ltd, have announced the launch of the Brewers Association of India. These companies, which account for around 85% of beer sales in India, aim to collaborate with the government, brewers, and farmers to promote responsible alcohol consumption and drive industry growth.

The association will also partner with the World Brewing Alliance to further its goals. With the potential for significant economic benefits and support for local farmers, the beer industry in India has the opportunity to thrive with the right regulatory framework and industry collaboration.
