EU Tightens Visa Regulations for Russian Citizens Amid Ongoing Security Concerns

In a decisive move reflecting heightened security concerns, the European Commission has announced a ban on issuing multiple-entry Schengen visas to Russian citizens residing in Russia, effective November 2025. This policy mandates that Russian nationals must apply for a new single-entry visa for each trip to the European Union, a significant shift aimed at increasing scrutiny of applicants amid ongoing geopolitical tensions.

The decision comes in the wake of Russia’s military aggression in Ukraine, which has raised alarms over potential threats including sabotage, disinformation, and espionage. The EU’s foreign policy chief, Kaja Kallas, emphasized that “traveling to and freely moving within the EU is a privilege, not a given,” underscoring the seriousness of the current security landscape.

Exceptions to the Ban

While the new regulations are stringent, they do include specific exceptions:

  • Close Family Members: Relatives of Russians legally residing in the EU and family members of EU citizens may still obtain multiple-entry visas valid for up to one year.

  • Transport Workers: Individuals such as sailors, truck drivers, and train crew can receive multiple-entry visas valid for up to nine months.

  • Human Rights Advocates: Dissidents, independent journalists, and civil society representatives may be granted multiple-entry visas on a discretionary basis, provided they demonstrate unquestionable reliability and integrity.

Importantly, these new rules are not retroactive and will only apply to new visa applications. Russians holding EU citizenship or residency will not be affected by this ban.

A Shift in Visa Issuance

The EU’s decision builds on previous measures, including the suspension of the visa facilitation agreement with Russia in March 2022. The number of visas issued to Russian citizens has plummeted from approximately 4 million before the Ukraine conflict to around 500,000 in recent years, reflecting the EU’s increasingly restrictive stance.

As tensions continue to escalate, the EU’s latest move signals a commitment to safeguarding its borders while navigating the complexities of international relations. The implications of this policy shift are likely to resonate throughout the region, affecting not only travel but also the broader dynamics of EU-Russia relations.
