Global Counsel Engages with WuXi AppTec Amid US Security Concerns
London — Global Counsel, a prominent lobbying firm co-founded by Peter Mandelson, has entered into a significant partnership with the Chinese pharmaceutical company WuXi AppTec, just months after the latter faced scrutiny in a US national security crackdown. The firm signed a $3 million contract to assist WuXi AppTec in navigating the international fallout from allegations linking it to the Chinese military and human rights abuses in Xinjiang.
The collaboration began in May 2024, shortly after WuXi AppTec was named in a US biosecurity bill that raised alarms over its alleged connections to the Chinese government. The lobbying firm aims to mitigate geopolitical risks associated with these claims, focusing specifically on European policy issues, as stated in their declaration on the EU’s transparency register.
WuXi AppTec, which has publicly denied the allegations, was one of several Chinese biotech firms identified in the draft bill as having ties to “a foreign adversary’s military.” In February 2024, a bipartisan group of US lawmakers urged investigations into the company’s connections with the Chinese Communist Party and military.
Despite the controversy, WuXi AppTec’s US and European president, Richard Connell, defended the company’s reputation, emphasizing its compliance with US laws and security protocols. He expressed concerns about the potential negative impact of the proposed legislation on US leadership in biotechnology innovation.
The Biosecure Act, which sought to restrict “adversary biotech companies” from receiving federal funding, ultimately failed to pass through the Senate in 2024 due to industry pushback. A revised version of the bill, recently endorsed by the Senate, adopted a softer tone and omitted any mention of WuXi AppTec.
As the company seeks to bolster its presence in Europe, it recently announced plans to establish its first European headquarters in Germany. This move comes as part of a broader strategy to enhance its global footprint amid ongoing scrutiny.
Global Counsel’s involvement with WuXi AppTec has drawn attention to Mandelson’s connections to China, particularly following his appointment as UK ambassador to Washington in February 2025. Critics have questioned his suitability for the role, citing his support for closer trade ties with Beijing. Mandelson was dismissed from the ambassador position just seven months later, following revelations about his friendship with Jeffrey Epstein.
Benjamin Wegg-Prosser, Global Counsel’s chief executive and a former Downing Street head of strategic communications, is leading the firm’s efforts with WuXi AppTec. His expertise in navigating complex political landscapes will be crucial as the company seeks to restore its reputation and expand its operations in Europe.
